DEAR SIR
I flattered myself I shou'd have had the pleasure of paying you my Respects in Person, and delivering you the inclosed Packet, containing the Proceedings of the Commissioners on the Compact between the States of Virginia & Maryland; but am disabled by ill Health, from undertaking a Journey to Richmond; which otherwise, I shou'd have had much Satisfaction in doing.
