Frederick Augustus Muhlenber, President of the Convention, to the President of Congress, in Convention (December 15, 1787)

Sir: In compliance with the directions of the Convention of the State of Pennsylvania, I have now the honor of transmitting, by the secretary the Ratification of the Constitution of the late General Convention, together with sundry resolutions respecting a cession of territory and temporary residence of the honorable the Congress of the United States.
